It seems to me that if there was the will, Arizona could begin funding education for children starting at age 3 instead of age 7 as it currently does and elementary schools could begin with early childhood education.

Almost every local politician who supports PEEPs agrees with you, specifically that the state should be paying for this for countless reasons.
However, PEEPs exists because the state has not taken the initiative to offer this program.
